Clock runs down for Patriot Act surveillance programs

Senators rushed again from recess with the intention to seal a deal earlier than midnight, when key provisions of the Patriot Act are set to run out. A number of surveillance applications will finish, together with the NSA’s bulk assortment of cellphone data revealed by Edward Snowden.
