Bernardo Raul Castro Mata, a Venezuelan migrant accused of taking pictures two NYPD officers earlier this month, was arraigned on Wednesday and confessed to police that he’s a member of a infamous Venezuelan gang that’s smuggling weapons into city-run shelters.
